Guizhou gains fame in big data world

At the CEBIT 2015, which was held from March 16 to 20 in Germany, Southwest China's Guizhou was China's only provincial level participant. It demonstrated its achievements in the big data field and attracted attention.

German Chancellor Angela Merkel and Jack Ma, chairman of Alibaba Group, visited the Guizhou booth at the CEBIT 2015, earning Guizhou not only fame in the world of technology and information but also widespread attention.

Since a promotion on March 2014 in Beijing, Guizhou has developed its digital world from scratch. A year later, a systematic platform, gzdata.gov.cn, has become an ideal habitat for hundreds of thousands of enterprises.

In the past year, Guizhou's achievements in the big data industry outperformed most provinces in China. A provincial platform has been built for the integration and exchange of data resources, and government data has also been made available.

Meanwhile, to better develop the big data industry, the national big data industry development pilot zone has been established, and the commercial model competition in relation to big data has attracted excellent competitors at home and abroad.

With its tremendous efforts in the big data industry, Guizhou has become a role model in the digital world.

Speed up to break the barrier

Everyone knows big data is the future, but Guizhou is the province that has taken action first, while other provinces rack their mind figuring out what big data is.

According to officials of the Guizhou Economic and Information Commission, in June 2014 the first meeting of the Guizhou big data industry development leading group took place.

The meeting pinned down that after the construction of the gzdata.gov.cn platform, relevant government units adopted the platform to make data available for enterprises.

In July 2014, with support of enterprises including China Unicom, Alibaba Group and Chinasoft, Guizhou launched the construction of the gzdata.gov.cn platform, which was the first to integrate data from the government, enterprises as well as public institutions.

Guizhou's big data industry is shaping up with government efforts to break barriers and integrate resources.

Enterprises such as Alibaba and Chinasoft have reached a great deal of cooperative agreements with Guizhou and provide services for infrastructure construction.

"In terms of the open level and increment of data, Guizhou is incomparable," said an official of the Guizhou government.

An increasing number of companies have adopted the cloud computing platform. As statistics show, 1,721 electronic information companies and 263 newly-registered companies with 23 billion yuan ($3.68 billion) in investment value are taking advantage of the cloud computing platform.

In favor of residents

With the adoption of cloud computing in government works, a significant improvement of people's livelihood has been seen.

Guiyang, capital city of Guizhou, applies big data to smart city management in transportation and urban management.

Smart tourism is another advantage that benefits tourists. The online platform shortens time for project review from 22.6 work days to 10.9.

Customized and accurate public services are available for civilians and enterprises, while the government applies cloud computing to work.

For environment protection, big data plays an important role. The supervision department collects and analyzes information to prevent and deal with sudden environmental pollution accidents.

Food safety is an area that people are concerned with. The prediction and analysis function of big data enables administrators to anticipate threats and accidents and respond with immediate action and measures.

Targets on market and enterprises

Since big data is a new industry, references are not available for Guizhou. As a result, the conversion of big data into actual value and profit lies within itself.

Markets and enterprises have become targets to the development of Guizhou's big data industry. A numbers of government data incubators have been put into use attracting a great deal of enterprises to the cloud computing platform.

A series of events concerning big data have influenced Guizhou's big data industry in China.

The competition, in September 2014, to find an excellent commercial model of big data and promote the realization of big data value, attracted participants from the USA, Canada and Australia.

Guizhou, like a magnet, attracts entrepreneurs, startups and developers from everywhere to join in its development. Events such as HP's CIO international summit and Alibaba's developer summit in the southwest were held in Guizhou.

"In the smart parking project, traffic information, which comes from government, is an essential element, and Guizhou is the only province in China that opens its data to the public," said Liang Jiang from Innotek, a smart car parking technology company that moved its headquarter from Hangzhou, the capital of Zhejiang, to Guizhou.
