Guiyang, Guian roll out three-year plan for business promotion

A work plan for Guiyang and Guian New Area's business promotion from 2021-23 has recently been issued by the Guiyang government in Southwest China's Guizhou province.

The document clarified the quantitative goals the two regions are supposed to achieve in the three years. According to the plan, the cumulative paid-in investment for newly introduced businesses in Guiyang and Guian is expected to reach 709 billion yuan ($106.35) by 2023, and that of Guian New Area alone should hit 130 billion yuan. The cumulative paid-in funds for industrial projects of the two regions should account for over 50 percent of total investment in Guiyang and Guian. And the number of leading companies to be brought into the two regions should be no less than 1,380.

There will be more than 180 new enterprises established in Guiyang and Guian, with their headquarters also set up there in the next three years. Total investment in new projects to be signed with central enterprises is about to reach 150 billion yuan or more.

Business promotion in the agricultural, industrial and modern service sectors will be given more weight. Measures will also be taken to enhance the ability to attract central and private enterprises, headquarters economy, digital economy, industrial chains, and high-tech programs.

Guiyang and Guian will further consolidate their business attraction work in Shenzhen, and are encouraged to expand their work to Suzhou and Changsha by establishing stations there. A regular work system to invite foreign investments is going to be set up as well. The two regions are also urged to attach importance to the essential roles that development zones, business promotion campaigns, and business fairs play in the process.

Government bodies involved at all levels will shoulder more specific responsibilities, and evaluations of their performance will be made more scientific and objective.

The two regions have accomplished remarkable results in the first half of this year, signing 72 programs worth 88.05 billion yuan with Jiangsu-based companies. In a signing ceremony of the Big Data Expo, Guiyang and Guian gained 58 projects with a total of 31.77 billion yuan in investment.
