Guiyang will guarantee people's employment. By 2025, it will cultivate 100 human resource service institutions and add five provincial trainee demonstration bases, 30 municipal trainee bases, and 50 district (city and county) level municipal trainee bases. Its per capita GDP will reach 100,000 yuan ($15,402.09).

It will provide high-quality education resources for students. By 2025, it will have at least two counties or districts achieving education quality balance. It will introduce one or two new national or provincial demonstration secondary vocational schools or high-level higher vocational education institutions, as well as three to five national and provincial high-level professional training bases with the integration of production and education.

It aims to become a healthy city. By 2025, it will boast a high-quality and efficient medical service system, the major health indexes of its population will reach the level of a moderately developed country, the average life expectancy will reach 78 years old, the sports area per person will reach 2.3 square meters, and more than 92 percent of the population will reach the national physical standard.

In addition, it will improve the multi-level social insurance system. By 2025, it will build 100 day care centers for senior citizens, every sub-district office will have at least one senior care service center, and 55 percent of beds at nursing institutions for the aged will be nursing beds.

It will also enhance its culture industry. By 2025, it will become the core area of its featured ethnic culture zone, and the added value of the culture industry will account for more than 5 percent of its GDP.
