An economic zone in Guiyang, Guian New Area, Anshun, and Qiannan Bouyei and Miao autonomous prefecture will be built, covering 10 million permanent residents.

An urban economic circle centered on Guiyang and Guian New Area will also be built, which will rely on the expressway loop of Xiuwen county, Wudang district, Guiding county, Longli county, Huishui county, Changshun county, Pingba district and Qingzhen city.

In addition, Guiyang will increase valid investment. By 2025, the city's annual growth rate of fixed asset investment will be two percentage points higher than the provincial average, industrial investment will account for 60 percent of fixed asset investment, and private investment will account for 60 percent of fixed asset investment.

The city will also expand the scale and improve the quality of consumption. By 2025, it will improve its influence and attraction as a consumption paradise, its annual growth rate of total retail sales of consumer goods will reach 8.5 percent, and it will become a regional center of consumption.

In addition, the city will promote high-level opening-up. By 2025, it will have 40 international air routes and 10 intercontinental air routes, and its total import and export value will reach $12 billion, including $2.4 billion of service trade.

The city will also accelerate the development of modern logistics. By 2025, it will have 60 A-level logistics enterprises and add three to five provincial key logistics enterprises. The added value of its logistics industry will account for more than 10 percent of GDP.

Guiyang will also carry out targeted investment attraction activities. By 2025, the paid-in investment of its newly-introduced projects will increase 18 percent annually and reach 1 trillion yuan in five years. Among all paid-in investment, more than 50 percent will be for industrial projects.
