Guiyang will promote the intensive utilization of resources. By 2025, the total output value and output per mu (1 mu = 0.07 hectares) of its development zone will be doubled.

The city will also enhance its environment protection. By 2025, it will increase sewage treatment capacity by 300,000 metric tons per day, the processing rate of urban sewage will stay above 98 percent, all centralized drinking water sources will meet national quality standards, and the good air quality rate will stay above 95 percent.

In addition, Guiyang will develop green economy. By 2025, 40 percent of its new buildings will be prefabricated buildings, and the added value of the green economy will occupy 50 percent of Guiyang's GDP.
