Guiyang and Guian will cultivate and develop a headquarters economy. By 2025, they will optimize a policy system and services for the headquarters economy, enhance the development and influence of the headquarters economy, and add more than 300 headquarters enterprises.

In addition, they will accelerate new-model industrialization, urbanization, and agricultural modernization. By 2025, their total industrial output will reach 700 billion yuan ($107.75 billion), and the added value of the manufacturing industry will account for 26 percent of Guiyang and Guian's GDP.

By 2025, the total output value of their agricultural product processing industry above designated size will reach 120 billion yuan, the conversion rate of agricultural products will reach 75 percent, and 50 rural revitalization demonstration spots will be built.

Guiyang and Guian will also accelerate the industrialization of tourism. By 2025, they will add more than 75 middle and high-end hotels, achieve 286 billion yuan in tourism revenue, and become national all-for-one tourism demonstration areas, national tourism and leisure cities, and national demonstration cities for culture and tourism consumption.

Furthermore, they will improve the quality and efficiency of industrial parks. By 2025, they will build 15 million square meters of standard factories, three 100-billion-yuan level development zones, five 50-billion-yuan level development zones, and around 10-billion-yuan level industrial parks.

Lastly, they will improve urban functions and carrying capacities. By 2025, they will add 5 million sq m of green land, and build, renovate, or extend some transformer substations.
