Guiyang will enhance its technological innovation capabilities. By 2025, it will add more than 10 national key laboratories and national and provincial R&D platforms and more than 50 business incubators, implement more than 20 major technology projects, achieve breakthroughs in more than 30 technologies, achieve more than 15 billion yuan ($2.31 billion) in technology contract transactions, and improve its ranking among national innovative cities by three places.

It will also cultivate enterprises and institutions for technological innovation. By 2025, it will add 30 new-type R&D institutions, its number of high-tech enterprises will exceed 2,000, 30 percent of its industrial enterprises above designated size will have R&D abilities, and every 10,000 people will have more than 18 patents of invention.

In addition, the city will transform the interaction between talents and projects. By 2025, it will develop three coordinative development modes: "talents + projects", "talents + technologies + projects" and "teams + projects + capitals".

It will also introduce and train innovative talents. By 2025, 35 percent of Guiyang's skilled workers should be high-skilled talents, the number of scientific researchers will exceed 200,000, and the total number of talents will reach 1.5 million.

Furthermore, the city will improve the quality and scale of its digital economy. By 2025, the added value of the digital economy will occupy 45 percent of Guiyang's GDP, and the city will have one data center cluster, one electronic information manufacturing industrial cluster, and one software and information technology service industrial cluster, with each cluster having a value of at least 100 billion yuan.

Guiyang will also promote the integrated development of the digital economy and real economy. By 2025, the index of the big data and real economy integration level will reach 60, and the informatization and industrialization integrated development level will reach 65. Guiyang will also implement more than 100 provincial big data integrated pilot projects and 300 intellectualized reconstruction projects.
