Guiyang, the capital of Southwest China's Guizhou province, recently issued an action plan to boost the software industry development in the city and nearby Guian New Area in 2022-25.

Under the plan, they will build multi-cloud collaboration and cloud-edge collaboration platforms, construct infrastructure for the cloud services industry, focus on cultivating a cloud services ecosystem and developing new models for cloud services.

They will also build a low-cost integrated computing supply system to improve the service quality and utilization efficiency of computing power.

To cultivate the ecosystem for information and industry innovation, Guiyang and Guian will focus on improving the performance of core basic software – such as operating systems, databases, middleware and security protection. They will also build a software and hardware adaptation center, focus on breaking through the key core technologies for information security and develop information security service sectors.

The plan envisages that Guiyang and Guian will actively promote the development and utilization of public data resources, enhance data resource development and utilization and innovate a data product and service transaction mechanism. Furthermore, they will build an industrial ecosystem covering the whole process of data element transactions and circulation, by carrying out pilot demonstration projects for data development and utilization.

To strengthen big data integration and applications, Guiyang and Guian will promote the new industrialization, new urbanization, agricultural modernization and tourism industrialization with the software industry. They will develop the industrial internet, build digital workshops, smart factories and smart parks, build smart cities, develop smart agriculture and smart tourism and promote the deep integration of big data and the real economy.

To cultivate and increase business entities, Guiyang and Guian will organize targeted investment attraction events. They will provide customized policies for software companies and cultivate a number of high-growth software enterprises, as well as incubate a number of innovative enterprises.

To improve the ability of independent innovation, scientific research institutes and enterprises will be encouraged to carry out research around software technologies, build open-source communities and public R&D basic platforms with the cooperation of government and enterprises. They will encourage software enterprises to build innovation platforms, strengthen intellectual property protection and promote the commercialization of software achievements.

To attract and train innovative talent, Guiyang and Guian will attract top-flight people and entrepreneurial teams, implement a series of support services, explore training approaches for software staff, establish training centers and encourage universities and enterprises to jointly train practical employees.

To improve the public innovation service platform, Guiyang and Guian will accelerate the construction of the Guiyang big data sci-tech innovation city. They will encourage the establishment of maker spaces, sci-tech company incubators, sci-tech industrial parks and public service platforms and optimize the innovation of public services.

Finally, Guiyang and Guian will also enhance the influence of Big Data Expo and participate in the national development strategy. They will join in with the construction of Chengdu-Chongqing economic circle, the Guangdong-Hong Kong-Macao Bay Area and the new data corridor for Guangdong-Hong Kong-Macao-Guizhou-Chengdu-Chongqing.
