The "Three-Year Implementation Plan for the High-quality Development of Guian New Area (2023-2025)" was jointly formulated by the Guiyang municipal Party committee and government as well as the Party working committee and management committee of Guian New Area, according to a press conference held on June 19.

The plan details that Guian will be developed into an important economic growth pole in the western region, a new inland open economic center, an ecological civilization demonstration zone, and a coordinated urban and rural development demonstration zone.

The plan consists primarily of eight measures.

Focusing on key industries, Guian will build a nationwide computing power support base, a production base for new energy vehicles, batteries and materials and an industrial backup base.

It will speed up work on science and technology innovation platforms, including the Wujiang River Laboratory, Guian Super-computing Center and FAST Scientific Research and Data Processing Center. It will also cultivate scientific and technological innovation enterprises, increase investment in scientific and technological innovation and attract more talent.

Efforts will also be made to enhance the business environment, promote investment, and further open up the Guian Free Trade Zone and other industrial parks.

In addition, Guian will increase efforts to boost rural development and expand urban infrastructure to rural areas.

In terms of people's well-being, Guian will leverage key industries, projects, and enterprises to promote employment, advance the construction of high-quality schools, and improve medical and health services.

To improve the transportation network, Guian plans to build a half-hour transportation network between the main urban areas of Guian and Guiyang.
