In recent years, Guiyang City and Gui'an New Area in Southwest China's Guizhou province have been empowering youth to drive the development of capital, leading to strong results.

Over the past three years, an increasing number of young people have been joining the "Go West" Program, actively contributing to grassroots governance, rural vitalization, and rural education in Guiyang and Gui'an. Last year, a total of 2,361 young people participated in the program, an average of 10-15 individuals per township. The total number placed Guiyang and Gui'an the first in the province.

Moreover, young people have emerged to shoulder responsibilities in urgent and difficult tasks, including urban improvement, rural governance and the leveraging of rich mineral resources to advance industrial development. Last year, Guiyang and Gui'an added four new provincial-level youth position experts.

In addition, Guiyang and Gui'an continue to encourage young people to engage in innovation and entrepreneurship and have implemented a series of policies including independent salaries for high-level talent and incentives for research personnel to engage in part-time innovation and entrepreneurship.

Last year, Guiyang was approved to establish one key laboratory, two science and technology incubation parks, one additional base for introducing and cultivating disciplines in higher education institutions, and four industrial technology foundation public service platforms, all at the national level. Two individuals were selected as overseas high-level talent, and 260 people were included in the provincial talent training program.
